The Association of Certified Background Investigators, Inc. was established in Chantilly, Virginia on October 1, 2001. "ACBI" was Chartered and Incorporated on March 7, 2003. "ACBI" is a Non-Profit organization and tax exempt under Article 501-C6 of the Federal Tax Code. "ACBI" is recognized by the U.S. Office of Personnel Management as an organization representing Federal Contract Background Investigators conducting National Security Background Investigations.

Edward A. Kassof Bio

After a 10 year career as a Design Engineer working for such notables as Grumman Aerospace Corp. on the Navy’s F-14 program and Teledyne Hydra-Power on their deep sea oil rig hydraulic valves, Mr. Kassof joined the NYPD on November 7, 1979. Following his recruit training he was assigned to uniform patrol in the 73rd Precinct, Fort Z and scene of the original Kojak pilot movie. In 1986 he was accepted into the Organized Crime Control Bureau, Narcotics Division where he developed and investigated major and minor narcotics cases. As a result of his work in narcotics, Mr. Kassof was promoted to Detective 3rd Grade in 1989.

In May of 1991, he moved into a less volatile assignment when he was transferred to the Detective Bureau and assigned to the 70th Pct Detective Squad. It was from this assignment he was promoted to Sergeant in 1993 and transferred to the 41st Pct, Fort Apache, in the Bronx, as a patrol supervisor. He eventually made a move back into the Detective Bureau with his assignment as the Detective Squad Supervisor for the 67th Pct and later the 60th Pct at Coney Island, Brooklyn. During his tenure with the NYPD, Mr. Kassof also served as the 1st VP and COO of the International Police Association Region #2 NYC. He was the founder and former president of IPA Region #60 in Virginia.

Mr. Kassof retired from the NYPD on November 30, 1999. During this same time frame, he was also a member of the military. This career commenced on June 7, 1971 with his enlistment in the US Army during the Vietnam War. He served with the 42nd Infantry Division, in their Supply & Transport Battalion, as the Subsistence Supply Supervisor and the unit Nuclear, Biological and Chemical Defense Supervisor. He was subsequently recruited by the 1150th U.S. Army Reserve School as an NBC Defense instructor. In May 1991, Mr. Kassof transferred to the U.S. Air Force Reserve, 72nd Aero-Medical Evacuation Squadron at McGuire AFB, NJ. Within 1½ years he was a qualified flight medic, National Registry EMT, certified aircrew and current in the C-141 aircraft and flying worldwide missions, monthly, transporting military patients to various treatment facilities. In March 2003, he was activated by Presidential order, on 24 hours notice, in support of Operations Enduring Freedom and Iraqi Freedom. Deployed to the European theater, with his airevac crew, he flew numerous combat support missions downrange to Baghdad, Kirkuk, Kuwait and other desert locations. A total of more than 300 casualties, and 1 working dog, were evacuated from the combat area and treated enroute to Ramstein Air Base, Germany and some were subsequently flown to the U.S. for more specialized care and burn treatment.

He returned to the states in October, 2003 where, as a result of injuries sustained during this deployment, he remained at McGuire AFB for an additional 2 years receiving surgery and therapy. He was retired from military service at the rank of Master Sergeant, after more than 35 years total service, on July 18, 2006. During his career, he was awarded 8 medals and 7 additional ribbons including the Air Force Aerial Achievement Medal and the Air Force Commendation.

He is currently a Special Investigator for the Department of Homeland Security and the Department of Defense and lives in Texas with his family.
